1. Action Requested: That you sign the attached memorandum to General
Faurer.
2. Background: The attached memorandum reflects the guidance you
provided to TAP Chairman, on 26 September 1983. Key points of 25X1
that guidance regarding STAP membership are:
-- STAP members should not be government employees.
-- The STAP Planning Group, consisting of D/ICS, NIO/ST, and the
Chairmen of STIC, WSSIC, and STAP should be au mented by senior
S&T representation from NSA, DIA, and NRO. 25X1

SUBJECT: NSA Membership on the DCI Science and Technology
Advisory Panel (STAP)
1. Your memorandum of 19 September 1983 recommending
for membership on the STAP was read with great interest and is
deeply appreciated. It is particularly useful because it comes at a time when
I am reviewing the oversight mechanism which guides and coordinates the
Panel's activities.

2. The STAP serves me as a source of independent advice and expertise on
a variety of scientific, technical and management issues. Its independence is
enhanced by virtue of the fact that none of the members are government
employees. (Several years ago, one STAP member accepted a position with the
Federal Communications Commission (FCC). He was allowed to retain his
membership on the Panel during his FCC tenure because his government
employment did not directly involve him in intelligence or other national
security matters.) I wish to continue the long-standing policy of manning the
STAP with individuals who are not employed by the federal government.
3. I fully concur with the points you make regarding the desirability of
having a senior NSA official closely involved in the STAP's activities. As I
indicated earlier, the oversight mechanism is being reviewed. This body,
designated the STAP Planning Group, will, in the near future, be restructured
to include representatives from selected agencies in the Intelligence
Community. The Director, Intelligence Community Staff and the National
Intelligence Officer for Science and Technology, et al, will continue to be
members of the STAP Planning Group. I believe the National Security Agency
should be represented on this steering committee.
4. I will provide you additional information on the restructured
Planning Group as soon as the administrative details are completed. At that
time I hope you will accept my invitation to have or any other STAT
person you choose, join the Planning Group to assist in developing the policy
and guidance for future STAP activities.

SUBJECT: NSA Membership on the DCI Science and Technology
Advisory Panel
1. In March of this year the National Security Agency
(NSA) hosted a quarterly meeting of your Science and Technology
Advisory Panel.(STAP). My Deputy Director for Research and
Engineering, hosted the meeting. This
was the first time the Panel had met at NSA, but it was not
the first instance of this Agency's involvement with the
Panel nor the first time items of significant interest to us
have been discussed by the Panel.
2. Since that meeting I have given considerable thought
to the value of having a qualified scientist from NSA on the
Panel. As you know, you are frequently asked to support NSA
initiatives which have been brought before the STAP and which
may have Community-wide impact. The continuing presence of an
NSA individual on the STAP would enhance the Panel's deliber-
ations on both NSA and Community interests and projects and
be of mutual benefit to yourself, to the Panel, and to this
Agency. It would further enhance the linkage and interaction
between the Intelligence Community and the Science and Technology
communities in industry, academe and government, one of the
principal functions of the STAP.
3. I would like to recommend that
the NSA Chief Scientist, be included as a member of the ST AP.
has been with NSA since 1965, serving in a
variety of technical positions dealing particularly with
information and computer services. Before becoming the Chief
Scientist earlier this year, was the Deputy
Director for Telecommunications ana om~u er Services.

4. I believe that) would be an excellent
addition to the STAP and would help to ensure that you and
senior Intelligence Community managers are fully apprised of
significant advances in state-of-the-art technology and in new
applications of existing technology as viewed from the NSA
perspective.
