SUBJECT: FBI Concerns Re Bross Commission Report
Bill:
1. The FBI does raise some valid concerns re recommendations from
the Commission and it is also evident there is great anxiety on just what
we are going to do on CI and what the NIO might do. In looking at Judge
Webster's covering note you can see that he is anxious to support his
troops, yet at the same time acquiesce to your wishes.
2. A way out of satisfying the many suggestions and concerns and yet
make the CI program work a little better is to not accept the Bross
Commission report in toto but take the gaps which it speaks of and task
the O'Malley Committee to address them and resolve them within the
context of the Committee's activities.
3. Secondly, leave the preparation of the annual threat assessment
where it presently exists with the staff, based on inputs from
the Community, and then have the SIG(I) worry about it and approve it for
passage to the NSC.
3. Thirdly, as far as the NIO is concerned scrap the idea of an NIO
focusing on CI (since there is a great deal of attention on that already)
and establish an NIO to focus on Soviet strategic concealment, camouflage
and deception. I'm not sure this would be a full-time job but we can
sort that out later.
