SUBJECT : Proposed Breakfast with East Asia Policy Community
1. Last December you met with a core group of East Asia Intelligence
Community program managers to hear their collection and production plans for
1983. I will separately ask your approval to hold a similar meeting this year
or early next year. As preparation, there should be good value in meeting
initially with the East Asia policy community to learn about policy problems
likely to confront us in 1984. This would give you an opportunity to hear
first what policy issues are coming up and then how the Intelligence Community
plans to meet them.
2. The East Asia policy community consists of:
Paul Wolfowitz, Assistant Secretary of State for East Asian and
Pacific Affairs.
Gaston Sigur, Special Assistant to the President, NSC Senior
Director for East Asia.
Rich Armitage, Assistant Secretary of Defense.
Bill Brown, Principal Deputy Assistant Secretary of State for
East Asia.
Jim Kelly, Deputy Assistant Secretary of Defense for East Asia
and Pacific Affairs.
3. If you agree, I will ask Wolfowitz, Armitage, and Sigur each to make
a 10-minute presentation on the foreign affairs, defense, and political policy
issues respectively that they expect to face next year. A breakfast would be
most appropriate. I will try to schedule something for late December.

4. The East Asia intelligence and policy communities work together in an
unusually cooperative fashion, and the intelligence agencies are major
beneficiaries. Accordingly, we should also use the opportunity of the
breakfast to express our appreciation.
