With your approval, I will proceed to invite the five new Senators and the 81 Freshmen Members of Congress to the Agency for briefings on the Agency and on topical intelligence issues. I propose to invite the 81 Congressmen in groups of 15-20 for an hour and a half informal sessions starting at 9:30 a.m. in the DCI Conference Room during February and March. Your schedule permits sessions on the 23rd and 25th of February and 2 and 10 March. I propose to start with a breakfast briefing for the five new Senators on 17 February. As Speaker O'Neill has suggested, we will bus the Congressmen to Headquarters and back to the Capitol. 2. I believe the most profitable briefing would involve a general Community overview by either you or the DDCI, a brief Agency overview by the Executive Director, and briefings covering analysis, clandestine collection and covert action, and programs 25X1 by the DDI, the DDO, and the DDS&T, respectively. 3. Proposed agenda are attached for the briefings and the breakfast as are draft invitations. Please indicate your approval below and we will move quickly to make the necessary arrangements. Although the House Permanent Select Committee on Intelligence is charged with oversight of the Intelligence Community, including the Central Intelligence Agency, I would like personally to provide you an understanding of the Central Intelligence Agency and the work it does at an informal session here at Agency Headquarters in Langley, Virginia at 9:30 a.m. for about an hour and a half on We wish to keep the groups small enough for candid, informal exchanges on what we consider some of the critical issues facing the U.S. Government. today.
