Clark Assistant to the President for National Security Affairs SUBJECT: Annual Assessment of the Hostile Intelligence Threat to the United States 1. In response to your memorandum of 30 December 1982 agreeing to deferral of our next annual hostile threat assessment until late 1983, I wish to advise you that all of the action recommendations contained in the March 1982 Assessment as well as the NSSD-2 Capabilities Study (July 1982) are the subject of follow-up action either in the program and budget process or in the reviews of the Interagency Groups for Counterintelligence and Counter- 2. I expect that prior to publication of the next Assessment, we will have completed action on nearly all of the recommendations now under review. Some of the resource improvements called for were incorporated into the FY 1984 program and budget, and the remainder are reflected in the guidance currently under preparation for the FY 1985,-89 program. 3. The IG/CI and IG/CM together currently have about 30 actions under way. These will be resolved and implemented at the agency level or will be referred to the SIG-I for resolution. I am concerned that these IG reviews have taken an inordinately long time, and I am taking steps to expedite their completion. It is my intention that all the recommendations made in March and July 1982 will have been addressed by the time we develop the next 4.
