Casey Chairman, Senior Interagency Group-Intelligence SUBJECT: NSSD-2/82 Organizational Study 1. National Security Study Directive (NSSD-2/82) of,16 February 1982 directed a review of the legal, guideline, structural, and organizational impediments to achieving required capabilities for detecting, analyzing, and countering the foreign intelligence threat. 2. The organizational study tasking called for in NSSD-2/82 was deferred in order that the deficiencies in our capabilities to meet the foreign intelligence threat and the resources needed to overcome those- deficiencies could be addressed. The "Capabilities Against the Hostile Intelligence Threat, 1983-1988" study issued in July 1982 acknowledged that a review of organizational and managerial considerations would be undertaken at a later date. n 3. I now desire that the study be undertaken and that it should be approached by the two IGs separately--the IG/CI responsible for the counterintelligence organizational study and the IG/CM responsible for a review of countermeasures organization. 4. The Chairman, IG/CI and Chairman, IG/CM, supported by appropriate representatives drawn from their membership and invitees, are charged with conducting this review and preparing studies for submission to the SIG-I which,.after consideration, will be forwarded to the NSC and the President. I desire that the two studies proceed concurrently on a coordinated schedule which will enable the SIG-I to review the completed studies together. ^ 5. The IG Secretariat is to provide staff assistance to the IG/CI and IG/CM Chairmen. NSC review completed.
