Gries National Intelligence Officer for Narcotics SUBJECT Your 8 December Meeting with DEA Administrator Mullen -- The exchange of letters concerning the National HUMINT Collection Plan on International Narcotics between you and Mullen was unsatisfactory to both sides. With one exception (see below), the problem is one of tone. -- The exception concerns operating procedures governing CIA and DEA abroad. In his letter to you, Mullen cites President Nixon's message of 1973 transmitting the DEA Reorganization Plan No. 2 to Congress as giving responsibility for "all relations with drug enforcement officials of foreign governments". Executive Order 12333 of 4 December 1981, which has the force and effect of law, supersedes President Nixon's message and gives this same responsibility to the DCI. There can be no mistaking which of the two documents is governing.
