SUBJECT : Proposed Meeting with Narcotics Core Group
1. Last December you met with a core group of narcotics intelligence
program managers. If you agree, I would like to hold a similar meeting in
late December this year. Coordination within the narcotics community has come
a long way since we last met with you, but the encouragement and recognition
that program managers would derive from another such meeting is still
needed. I propose that this year we confine the discussions to the most
important topic before us today; namely, the sharing of narcotics intelligence
information among concerned agencies.
2. Forty-five minutes is all the time that would be required. An agenda
might look something like this:
Statement of the Issue (NIO): More narcotics intelligence is being
shared among agencies tan ever before, but there is still room for
improvement.
-- The Problem (INR): We do not lack intelligence, but do lack a
system for s aring intelligence. It is difficult to promote sharing
because many of the agencies concerned have different traditions and
regulations, security procedures and ways of doing their jobs.
Discussion (DEA, CIA, Customs, Coast Guard, NSA): DEA, NSA, and DDO
have functioning intelligence sharing systems in place. Customs has
completed a survey of its problem and is starting to train its personnel
on how to produce intelligence reports that can be shared. Coast Guard
has set aside funds to hire trainers to set up a similar system. NSA has
unique problems and unique solutions.

Results (DEA, DDI): Analysts have more intelligence material to
work with,-Tut they could do a better job if all pertinent information
was shared. There are many examples of information not shared that
should be shared.
-- 1984 A eq nda (NIO): During 1984 information sharing systems should
be established in all agencies. Agencies should also train a cadre of
their own officers to keep, the system running.
