Dear General Williams:
I am enclosing a copy of the National HUMINT Collection Plan on
International Narcotics for your personal review. As you know, the essential
purpose of the Plan is to provide broad intelligence collection guidance for
the Intelligence Community in support of the US international narcotics
effort. The Plan is based on the conclusions and recommendations of the
narcotics intelligence community and was developed under the general auspices
of the National Intelligence Officer for Narcotics. Its essential purpose is
to provide broad intelligence collection guidance for the Intelligence
Community consistent with my duties and responsibilities to the President and
the National Security Council as detailed in Executive Order 12333.
DIA's efforts to strengthen its role concerning narcotics intelligence
matters are welcomed. The upward revision of narcotics intelligence
priorities, which have been made in DIA requirements documents; the
designation of as the overall DIA point of contact for.-narcotics
narcotics problem are aencouraging moves. I also understand that the DIA
is preparing a report encompassing all military assets current and potential
on'the narcotics target.
I have formally asked the Department of State to provide a regular forum
for developing and monitoring a comprehensive Mission all-source narcotics
intelligence collection strategy and for resolving any coordination problems
which might develop. In this regard, I have urged State to ensure that
regularly scheduled meetings are held by the Mission in key narcotics-
produ Ino and/or shi ent countries so that all members of the Country
Team,7 are aware of each other's respective
collection needs and'responsibi sties. With specific guidance from
appropriate elements within the Intelligence Community Staff, the Defense
Attaches in key narcotics countries should be in a much better position from
which to focus on strategic narcotics issues within the general purview of
their overall mission.

Again I am convinced that the Defense Attache system can provide a solid
contribution to the country team's perception and assessment of the narcotics
problem and am confident that you will continue to make every effort to
support the national priorities attached to the narcotics collection effort.
