Attached is the Product Evaluation Staff's
assessment of DDI work on the Soviet gas
pipeline and related issues during the past
two years. Its based on an examination of
everything that was written and interviews
with more than 70 people in CIA, the NIC
and the policy community.
Its an excellent study. Its also the
toughest and in some ways the most critical
of the three evaluations Helene and her staff
have undertaken. I strongly recommend that
you read it.
