1. Purpose of the Review. The subject review, conducted on 12 April
1983 by the NFIB Representatives under the auspices of NIO At Large Hans
Heymann, Jr., was intended to identify critical unanswered questions and to
develop analytic approaches and collection requirements as a follow-up to
the findings of the following estimates recently completed:
