SUBJECT: Interagency Group Meeting on IAEA Reassessment
The next meeting of the Interagency Group will be held
on Monday, January 17, at 1:00 pm in Room 6226 in the Depart-
ment of State. The purpose of the meeting.will be to discuss
and obtain comments on the attached draft IG memorandum re-
garding U.S. participation in the IAEA.
Attached is a copy of the draft IG memorandum, a draft
executive summary, and a draft memorandum informing the Presi-
dent of the conclusions of the IG.

DRAFT REPORT TO THE PRESIDENT
SECRET
SUBJECT: Resumption of U.S. Participation in the
International Atomic Energy Agency (IAEA)
The Inter-Agency Group (IG) on the Reassessment of U.S.
Policy toward the IAEA has concluded a three. month examination
of our role and interests in the IAEA. This reassessment was
triggered by the rejection of the Israeli delegation's creden-
tials at the General Conference of the IAEA last September.
The IG has unanimously concluded that:
(1) The IAEA safeguards system. performs a role critical fore
U.S. national security and non-proliferation interests,
(2) there is no presently viable alternative to that safe-
guards system and none which could be put into place in
the near term, and
(3) key members and senior IAEA Secretariat staff, including
the Director General, will support our efforts to
reduce extraneous political controversy, protect
Israel's right to participate, and to strengthen the
safeguards regime.
After a comprehensive examination of all the considerations
summarized above, the IG also concluded that the United States
can best accomplish its objectives by participating actively
from within the IAEA. The IG, therefore, concluded that the
U.S. should decide in principle to resume participation in the
IAEA at the earliest practicable' date.
As the IG's report indicates (Tab 1), the timing of resump-
tion of participation is complicated by the Kasten Amendment to
the Continuing Resolution, which temporarily blocks U.S. pay-
ments to the IAEA, and by a December .982 UNGA resolution which
calls on the IAEA to exclude South Africa from all technical
working groups. We are developing a strategy for dealing with
these complications which includes close consultations with key
IAEA members and with Members of Congress. Consistent with the
IG's recommendations, we will then proceed with resumption of
participation at the earliest practicable date.
