April 5, 1983 MEMORANDUM FOR THE HONORABLE WILLIAM J. CASEY Director, Central Intelligence Agency SUBJECT: CIA Support on China S&T Matters As you know, we have recently` been involved in many S&T matters regarding China, most in the technology transfer area. It appears that the trend is for more such issues to come up in the future. In all of these issues we depend heavily on the impartial technical judgments of the Agency. My staff has called to my attention their concern over the recent abolition of the China Science and Technology Branch in the DDI. Their concern is that the Agency people who must provide us with gchnical jud ments on the im2lications of a certain technology transfer or on China's goals and intentions in this area, for example, no longer will have a group of dedicated and technically trained China S&T analysts on which to draw. I call this concern to your attention for your consideration. Willm P. Clark ""`? Approved For Release 2008/01/17: CIA-RDP85M00364R001001530005-0
