If my French contact is representative of European thinking,
our allies have serious strategic reservations about America's
developing relationship with the People's Republic of China --
reservations that will inhibit implementation of the
Administration's initiative on technology transfer to the PRC.
I would be interested in your views as to the sincerity of
these European concerns.
