C.20505 SUBJECT: National HUMINT Collection Plar Technology Transfer to the Soviet Union and East European Communist Countries 1. Attached is the Collection Plan on technology transfer containing agreed assignments of collection responsibility. Objectives in the Plan were developed by the interagency Technology Transfer Intelligence Committee (TTIC). The Plan is supplemented by a Collection Support Brief prepared by the TTIC which elaborates on priority requirements at the CONFIDENTIAL level and provides detailed source screening guides and source follow-up questions for field collectors. This DCI publication is currently being forwarded by separate distribution. 2. National HUMINT Collection Plans, issued under the authority of Executive Order 12333, are comprehensive statements of HUMINT collection responsibility for designated US Government agencies. They are carefully coordinated by the appropriate agencies of the Intelligence and Foreign Affairs Communities and reflect their information needs. Responsibilities assumed by your organization (and those collection/reporting elements under your management or control) are indicated for the national intelligence objectives listed in. Part II (National HUMINT Objectives). 3. Agencies without establsned reporting channels to the Intelligence Community are urged to pass useful informationon-*be national intelligence objectives listed in the Plan to CI agencies will normally report through Mission channels. 4. For State/D/INR: Also enclosed are letters forwarding the Collection Plan to Ambassadors I would app reciate your arranging for their transmittal. 5. For agencies with production/analytic responsibilities, I request that copies of this Plan be provided to the appropriate office(s) of your organization.
