Congressman Breaux has written the President with certain proposals regarding fisheries negotiations with the Soviet Union (Tab A). The Department of State should-review these proposals in coordination with the Department of Commerce, the NSC staff and other concerned agencies as appropriate. This review should be forwarded, along with a proposed response to Congresman Breaux, by April 15, 1983. Michael O.
