SUBJECT: Your Meeting with Secretary Weinberger
1. In the attached,) (notes that
the Secretary's defense posture statements are
being prepared right now and they are carrying
Soviet procurement rates based on_ DIA's high
estimates. As you remember, the folks in SOVA
are developing a case that the procurement rates
in recent years not only have not been on the
high side but in some cases have been almost flat.
2. All is asking is that you caution the
Secretary that we have some research underway in
this area that a few weeks hence could contradict
his posture statement and/or give the appearance
of a major clash between CIA and DoD -- a develop-
ment which would serve no one's interest.
3. Our analysis is not complete and the draft
paper still has problems to be fixed. so please
do not pass it to the Secretary. Even so, I think
you should urge him to proceed with some caution
in this area. General Gorman has been briefed and
has said he will keep the Chairman from getting
out on a limb.
