It has been over a year since the last Intelligence Community assessment of the prospects for anti-US terrorism (Prospects for Anti-US Terrorism, March 1982), and almost six months since the last interagency product on any aspect of terrorism has been written (PLO: Impact of the Lebanese Incursion, November 1982). I believe the continued political stalemate in the Mid- East, the prospects of widespread anti-US sentiment in Western Europe over the nuclear deployment issue, and the continuing unrest in Central America all justify a reexamination of the international terrorism issue, with emphasis on the threat posed to US interests. This assessment should be released as a Special National Intelligence Estimate and, in order to be most effective, should be available to key decision-makers prior to the middle of June. 2. I have discussed this subject with the Director, Defense Intelligence Agency and the other Service Intelligence Chiefs, and they agree it is time to assess the terrorist threat again. HN B.
