'MEMORANDUM FOR: Vice Chairman, National Intelligence Council
FROM: Director of Central Intelligence
SUBJECT: Grenada
1.. That's a good memo of yours on "The Importance of Grenada".
Have somebody add the murder of the President of Afghanistan before
the invasion took place as an example of-what might happen elsewhere.
2. There's something of an ambiguity here. Moscow on the one
hand has been urging Castro and Ortega to maintain ties and seek
economic assistance from the West. On the other hand, you point
out how they react strongly when others pursue this strategy. See
if you'can develop what you have a little further to clarify this
apparent ambiguity.
