Dear Mr. Stockman:
This is in response to your request for the views of the
Director of Central Intelligence on Enrolled Bill H.R. 2293,
the office of Federal Procurement Policy Act Amendments of
1983. This Act will revise the authorities and
responsibilities of the office of Federal Procurement Policy
(OFPP) and will authorize appropriations for OFPP for an
additional four years.
One of the principal goals of this Act is the creation of a
single system of government-wide procurement regulations. With
due regard for applicable laws and the program activities of
executive agencies, OFPP may prescribe government-wide
procurement policies, and in limited instances, regulations.
The floor debate contemporaneous with the passage of this Act
indicates that the authorities in this Act will not affect the
Director of Central intelligence's statutory authority to
protect intelligence sources and methods and to support
authorized intelligence activities. Consequently, i recommend
Presidential approval of this legislation.
