SUBJECT: Memorandum to Holders, SNIE: 11/20/3-82
I found the INF estimate shaping up well. I made pencilled notes on
page 13, page 18 and maybe on another page or two of the draft. I send along
a memorandum on the same subject prepared by the Planning Staff at State.
The difference in the view of the Planning Staff and the EUR and the INR
is that the State paper seems to lay out a broader range of possible
initiatives and reactions than our draft. Ours is much more specific in
many respects. We should get ours out as quickly as possible.
