MEMORANDUM FOR: Deputy Director for Intelligence
FROM: Director of Central Intelligence
SUBJECT: DIA Indications and Warning Seminar-Next Steps
1. This statement byl Ito the annual DIA Indications and
Warning Seminar is interesting and I would like your comments and suggestions
on next steps. I am particularly concerned about the picture he presents of
the analysts being so busy absorbing an increasing flow of information that he
doesn't have the time or the inclination to think about its possible implications.
There needs to be some process which forces that speculative process. I would
particularly like your comments on paragraph 14 on page 7 suggesting that
there be a stream of interpretation along the way rather than merely a stream
of fact or input without conclusion or thought about its implication and what
it may portend.
2. It's interesting that this whole presentation was made without any
reference to the weekly Watch Report which does put some pressure on our top
analysts to step aside once a week and think about what the flow of fact may
portend. I'd like any other thoughts this paper may stir in you.
