Action Requested: Your signature on a reply to a letter from Chairman Eckes asking that the International Trade Commission have regular access to unclassified economic and trade reports. 2. Background: On 4 January Chairman Eckes requested Agency assistance in providing material, which would be in the public domain, concerning competitive conditions for major industries in the United States. He indicated that the ITC has used parts of public Agency reports in the past and found them extremely helpful. R` bert M. C. 20436 I am aware of the importance of the Commission's work in ensuring that US trade practice laws are implemented fully and effectively, and I am pleased to know that unclassified CIA economic reports have been useful to you in the past. The Agency currently publishes only a limited number of unclassified economic and trade reports, but we will be happy to make them available to you. The following items are published on a regular basis, and I believe the Commission receives copies of most of them. - Economic do Energy Indicators (biweekly) - International Energy Statistical Review (monthly) - China: International Trade (quarterly and annual statistical supplement) - Handbook of Economic Statistics (annually) As you probably know, we publish numerous studies on the Communist economies through the Joint Economic Committee of the Congress. Occasionally we also release selected economic studies directly to the public. You may find helpful a study to be published soon by the Department of Commerce on international differences in the cost of financial capital. It grew out of an interagency study under the auspices of the Cabinet Council on Commerce and Trade. I am enclosing the most recent listing of the Agency's unclassified reports.
