This is a follow-up of our meeting on October 31 with you
and Congressman Wolf to discuss the Department of Defense's experimental
program of shooting animals at their Bethesda Wound Laboratory and other
places.
In spite of a mounting tide of protests, this practice has not
been stopped. It has been halted for a study but no permanent order has
come from. the Defense Department to cease this cruel and unnecessary
activity.
As a dog breeder I am strongly opposed to this barbaric prac-
tice and will do anything in my power to halt it. However from a pragmatic
point of view I see hidden dangers that can flare to the surface; dangers
that can directly inflict serious image problems on our Republican Party.
I said in my letter to Congressman Wolf dated August 24th that I have been
a life-long Republican and, setting aside any emotional involvement on the
issue of the mistreatment of animals, I see in this practice an opportunity
for the Democtratic opposition to inflict a deep wound to our Party.
As you probably know there are over 30,000,000 pet owners in the
United States. There are some 30,000 veterinarians and there are countless
dog clubs headed by the powerful American Kennel Club. They represent a
potentially dangerous voting group.
He heads a group called People for the Ethical Treatment of Animals (PETA).
So far their protests have been non-political. However I have noted, to my
dismay, that articles in the New York Times and the Washington Post, among
other papers, have mentioned the names of Democratic Congressmen who have
protested against these experiments while, so far, I can see not one Republican
voice raised in protest.
Apart from stopping this practice I see a wonderful opportunity
,for the Republican Party to take the lead in halting these experiments. I see
no reason why our President cannot issue an order that this be stopped im-
mediately. Think of the wonderful effect this would have on animal lovers

who can and do vote. What an image building opportunity! Consider, on
the other hand, what can happen if the Republicans do not take the lead
in ordering a halt to these experiments. Instead of being a non-partisan
group, the People For the Ethical Treatment of Animals can now blame the
Republican Party for allowing this practice. They can mount a well organized
press attach that can cover the entire country. They can parade in front
of the White House with signs reading, "The President Condones the Slaughter
of Animals". They can do this in front of the offices of every Republican
--
Governors, Congressmen and Senators. They can enlist the support of the
press to witness such demonstrations. I hate to think of the impact on
the image of our Party should they take this path.
I told] that I was meeting with you and he agreed to
wait and see the results of my visit. I hope it will be fruitful.

and I can get to her. Or should I wait until we see the resu is o your
effort?

portunity to enhance the image of our Party.
