Dh'.MIIEWSKI was a head of the department in the Institute of Physics in Poland. His? - Department worked on the subject of laser technics. However, it is known, that in Pol.an(there are no significant achievements in this field and therefore his department has mostly concerned with the evaluation of laser related data gathered from the West throug:_ the espionage efforts. of the Polish commnist intelligence service,, acting direct ).y on orders. and foi' the benefit of KGB. 2. One of Mr.MILEWSKI's subordinates, Mr.BRUNE, has visited the United States sometimes in 1977-78 on a technological espionage mission. He was traveling on the West Coast. Seattle, WA was his last stop, where he was politely asked by the FBI to leave the United States or face espionage charges. 3. In 1980, Mr.MILEWSKI has paid a visit to the United States, apparently on a business trip arranged for by the Polish communist intelligence service. At that time, he has. mailed a note to the undersigned stating that he wishes to fulfil instructions given to him by the Polish resistance movement by seeing the undersigned in ordertto convey some important messages from the Confederacy of Independent Poland. His divor&ed wife, Nina Milewska, was very active in the KPN (Confederacy of Independent Poland), a fact which has greatly contributed to his credibility. However, his stay in the United States -xa.s too short and we have not had a chance to meet each other. 4. Back in Poland, Mr.MILEWSKI has organized a small group called the Polish Labor Part-' which has later served for him as a spring-board for his future political activity However, some of the resistance movement's leaders have had an impression that this whole affair was a provocation organized by the Security Service (Bezpieka, SB). Nevertheless, Mr.MILEWSKI was able to infiltrate the SOLIDARITY and has reached almost to its top echelon- He was close to Mr. Bogdan Lis, who later has equipped him with a letter of introduction, used by Mr.MILEWSKI in the West, when he finally has left Poland, as sort of endorsement of his Foreign Representative's capacity. 5. For some time, Mr.MILEWSKI was able to discredit official spokesmen of SOLIDARITY and to replace one of them by his man, Mr.BRUNE. Later, they both have left Poland and landed in the West. But, when the martial law has been introduced in December of 1981, Mr. BRUNE has returned to Poland and formally begged Jaruzelski for forgiveness. Mr. BRUME has betrayed the SOLIDARITY openly and, most probably, this move was planned by the SB at the tine, when they have left the country. The other possible reason is that Mr.BRUNE .wets restricted from coming back to the United States, which would make him useless in further activities together with Mr3lILE6SIU anyway. Approved For Release 2008/01/17 : CIA-RDP85M00364R001703320030-6 I- Various groupings of SOLIDARITY members were trying to organize official, SOLIDARIT: representations abroad. Some of the Labor Unions in the West were eager to support them. Ho?ever, in every large city in the West, these groupings are split, usually into taro factions. In New York, for instance, there is "Committee in Support of Solidarity" and "Solidarity International". In many cases, this dichotomy is a result of the Polish ccfrmuaist intelligence efforts. 8. In 1982, Mr.MILEWSKI was here in New York once again. His basis of operation was 8OLIDARITY'INFERNATIONAL. This organization has employed one Ms. Krystyna BITYNEK Mr.LIILE19SKI has been warned by others that Ms.BITYNEK maintains contacts with the Polish comninist Consulate General in New York and that she might be an agent narking for the SB. However, Mr. MILMSKI has disregarded these warnings and has kept. her in. the office. 9. Another suspect is Ms.Elzbieta NASIUTYNSKA, also employed by the New York office of the SOLIDARITY INTERNATIONAL,. who might be an accomplice of Mr.MILEWSKL. This statement _s based on the fact. that Mr. MILE WSKI has ordered to deposit ail rrunies. tni ecte t is. . organization for the SOLIDARITY in Poland on her private banking a.ccouat. 10- Mr.MILEWSK[ was able to convince other SOLIDARITY leaders in exile that he is empo- wered by. the Underground SOLIDARITY to become the.chiefof SOLIDARITY BUREAU in Brussels. The office there is maintained mainly. thanks to. the support extended by the European Fe- deration of Free Labor Unions. However, it is possible, that he has gained this support with a help from the Soviet KGB mole placed within this organization.. 11.. From his Brussels office, Mr.MILENISKI has undertaken several trips, to Japan and Souht Africa, among others. We have reports and complaints that Mr.MILEWSKI, while traveling in his capacity as the official representative of SOLIDARITY abroad, has made several statements and delivered several speeches which are contrary to the policy and ideology of SOLIDARITY and were-playing directly into, the hands of the communist regime. 12_ In Spring of 1983, -there was a convention of SOLIDARITY leaders in exile, which too', place in Brussels. Members of the. Supervisory Committee of the SOLIDARITY, elected in Poland, were able to check some of Mr.MILEWSKI's activities. They have presented Mr. MILEWSKI with serious charges, the most, important being the fact that Mr%MII iSKI.has directed to Poland to help.the SOLIDARITY only 7 % of. all funds and,93 % of the funds collected in the West from various sources he has used for his "official" expenses, but mo;stly for world-wi.de travels and lavish life style. And, it was not a small amoant of funds in question : about $ 1,000,000.00 in total. However, the undersigned has doubts whether Mr.MILEWSKI was able to peruse all thi, funds for himself. Rather, we should assume; a large part of these funds went to his masters the Polish connnmist intelligence service. After these charges were made publicly an the aforementioned meeting and at some other occassions, Mr.MILEYSKI was able to oust the best SOLIDARITY members, especially those from the Supervisory Committee. 13. Most recently, a statement was published in the Polish exile press, signed by Mr. MILEWSKI, where he has informed about a "re-organization" of the SOLIDARITY INTERNATIONAL. Scree sentences were more than provocative in that statement and, it was suspected, that this was aired to evoke confusion among the SOLIDARITY members abroad- His office has later denied being the authors of this statement and called it a forgery. Nevertheless, the Polish Daily News in New York, one month later, has printed that statement again, and published a denial two days later. There is an impression, that this statement was a trial baloon, in order to see what kind of response it may get among the exiles. Tt must be noted, that this statement was politically strange and not in accordance with the ideology of the Underground SOLIDARITY. 14. Mr. MIMiSKI has requested the AFir-CIO to give him, for the purpose of helping. the Underground SOLIDARITY the sum of some $ 800,000.00. There is an impression. among the SOLIDARITY members in exile that this request was purposedly made for to high an amount of monies, in order to discourage the AFL-CIO from extending further assistance. CONCLUSION worlaan~ for the Polish communist intelligence service. It must be stated clearly, that Mr.MILEWSKI's activities are contrary to the best interes of the Polish Resistance Movement and. contrary to the interests of the. United States as well. The best evidence of it one could see in the fact, that Mr.MILEPSKI, while in South Africa, has praised the Black Liberation Movement, a commmist organization, thus acting toward the destabilization of the West. His SOLIDARITY INTERNATIONAL in Brussels, with some branches in other countries of the West, is now a communist front only. The real aims are at destabilization of the anti- communist underground in Poland and cutting it from support in the West. The entire set-up is to use the pretext of helping the SOLIDARITY, but do anything possible to benefit the communist regime. Mainly, it is aimed to intercept funds from the West, so. that it would reach the regime and not the underground. . The undersigned must assume that the CIA is well informed about facts, or most of them, as they are presented here. However, it seems that the CIA is disinterested in any form of interference. There is also. a possibility, that the CIA is using these facts in a way, and uses Mr.6IILEWSKI as a sort of a double-agent. In such a case, it is clear, that the CIA would be interested in openly showing its "disinteressrent". Whatever the case might be, our purpose is :tot to reveal the CIA's sweet secrets, but to allert all proper authorities and policy-makers, by informing them about the saddest developments, and yet as common as any political struggle itself, around the Polish communist infiltration of most political organizations in exile. We are seeking your help and assistance in our anti-communist activities, which is now more needed than ever before. We would also prefer to rely upon your advice as to if and when to expose this international fraud publicly.
