Dear Senator Bentsen:
Mr. Casey has asked me to respond to your letter of
13 April 1983 which forwarded correspondence from your
constituent, who claims the Central
Intelligence Agency is harassing im.
When President Reagan signed Executive Order 12333 on
4 December 1981, he was emphatic in stating that "...no
intelligence agency of the United States or any other agency
for that matter, will be given the authority to violate the
rights and liberties guaranteed to all Americans by our
Constitution and laws." Furthermore, Part 2.B of the Order
provides that "Nothing in this Order shall be construed to
authorize any activity in violation of the Constitution or
statutes of the United States."
Executive Order 12333 precludes activities such as those
described by your constituent against United States citizens
in this country. This was also the case under the previous
Executive Order 12036. Please assure Othat the STAT
Central Intelligence Agency is not harassing him.
