SUBJECT: Reply to Letter from U.S. Marine Corps
1. Action Requested: That you sign the attached letter to Brigadier
General Smith on behalf of the DDCI and yourself.
2. Background: Brigadier General Leach wrote last October (attached) to
express his regret that he was so busy serving as Director, C4 Division that
he could not get to NFIB.
Now, with justifiable pride, he reports (attached) that there will
be a full-time Director of Intelligence at the general officer level,
Brigadier General Lloyd W. Smith, Jr., and that his Special Assistant will be
upgraded to the SES level.
