Dear Mr. McMahon:
On 19 October 1982, I corresponded with Mr. Casey, expressing
concern that my dual assignments as the Marine Corps' Director of
Intelligence and Director of our Command, Control, Communications,
and Computer (C4) Systems Division. In that letter, I solicited
the DCI's understanding of my inability to meet all of the commit-
ments in which the Marine Corps' Director of Intelligence would
normally take part. As you know, Mr. John Guenther, Special Assist-
ant to the Director of Intelligence, has very ably represented our
Service at all National level meetings during the year I have served
in these dual assignments.
On May 23d, Brigadier General Lloyd W. SMITH, Jr., will relieve
me as Director of Intelligence and I am pleased to relate that
Brigadier General SMITH will serve in this assignment on a full time
basis. As a further shot in the arm for Marine Corps Intelligence,
the billet of Special Assistant to the Director of Intelligence has
been fully approved for upgrading to Senior Executive Service status,
applications have closed, and we expect to make the selection in.
the next 30 days.
It has been a unique privilege to serve as Marine Corps' Di-
rector of Intelligence. Though I leave those duties a far better
Marine than when I started barely a year ago, I sincerely regret
that during my assignment, I was unable to participate with you and
Mr. Casey in the proceedings of the NFIB. Please accept my heart-
felt thanks for the efforts of the Intelligence Community and the
CIA in our mutual endeavors in service of our Country. I will look
forward to serving with you again.
