Action Requested: Accept or decline request by the Junior Statesmen Foundation that you meet with approximately 100 outstanding West Coast high school students sometime between July 24 - August 12. 2. Background: Edwin Meese, Counsellor to the President, has requested that you meet with the Junior Statesmen Foundation. This group consists of approximately 100 outstanding West Coast high school students who have been selected to participate in this nonpartisan program. The nature of the program is to educate high school students in the workings of our government. Their curriculum includes a rigorous academic introduction to American government, supplemented by student debates on national issues, a research project, and briefings by representatives from Capitol. Hill and several Executive Agencies. Also, students will have the opportunity to meet and question national leaders in informal discussion groups. See attached brochure for additional information. 3. Recommendation: Disapprove request. It has been our policy since you assumed office not to brief high school groups since there is little to be gained by addressing this level of student. Although Recruitment Division actively recruits at the high school level, it is primarily for clerical and secretarial positions. We know of only one exception to this policy. Admiral Inman approved a briefing for high school students at the request of Congressman Andy Ireland (D, FL) a year ago. We have, however, declined other Congressionally-requested briefings for high school students. Therefore, we recommend that you disapprove this request as you did last year unless, of course', you wish to make an exception in light of Ed Meese's personal request for one. Public Affairs will respond appropriately on your behalf.
