'I very much appreciate having had an early opportunity to
review the line of study being pursued by concerning
the implications of DNA research for bacteriological warfare. I
place a high priority on increasing our analysts' awareness of
work being done by US experts in many fields, including strategic
analysis and scientific research. The pronounced tendency by the
academic community to treat genetic research results as proprietary
information has made our contact with experts in this field par-
ticularly important, and I have forwarded study to
the analysts seized with the biological warfare problem.
It is clear from the work ofl land others that the
potential for calamitous developments in biological research and
warfare looms as a profound threat to our national security. It
is imperative that we try to understand and anticipate the possible
shifts in foreign national (and subnational) policies, perspectives,
and capabilities that could increase the risk of events such as
has outlined. I am/sure that the Center for Strategic
and International Studies will make an important contribution to
this effort.
