Title 22 of the Code of Federal Regulations (copy enclosed), and as a requirement of United States participation in the Agreement for Facilitating the International Circulation of. Visual and Auditory Materials of an Educational, Scientific and Cultural Character (3rd General Session of UNESCO; Beirut, Lebanon, 1948): MISSION: MIND OONIROL Such certification is intended to facilitate distribution abroad, and secures for the audiovisual material concerned in approximately 55 foreign countries (including Canada) freedom from import duties and other tariff restrictions. Certification is not required for export. It would be appreciated if you would review the enclosed material and advise whether the Agency may properly certify it in accordance with the marked criteria in the enclosed copy of Title 22, especially with reference to the following : Whether the ':.aterial is representative, authentic aid accurate. Whether the material is intended to persuade to a point of view (is it propaganda?) Whether, if shown to foreign audiences lacking adequate American points of reference, the material may lend itself to being misinterpreted or misunderstood. The Honorable William J.
