W SUBJECT: "Soviet Propaganda Alert" No. 12 Attached is the twelfth issue of the "Soviet Propaganda Alert" produced by our office of Research. November and December the Soviets: o Continued to denounce the U.S. position at START, INF, and MBFR as seeking unilateral advantage and demanding unilateral disarmament on the part of the Soviet Union. The U.S. was' accused of using the talks as a cover for the development and deployment of new weapons systems. Soviet policy was portrayed as defensive, moderate, and fair. o- Took full propaganda advantage of the lifting of the gas pipeline sanctions, declaring the act to be a ,victory for the independence of Europe and purporting to see.a widening of the split between the U.S. and its.European allies. Denounced the U.S.. for allegedly obstructing the Madrid CSCE talks. Called the U.S. mid-term elections a defeat for the Administration and a protest against President.Reagan's policies. The poor state of the U.S. economy was_.. attributed directly to U.S. military spending. o Continued to charge that the U.S. and its allies were.. attempting to incite tension in all parts of the world in order to carry out their imperialist and neocolo- nialist plans.
