Glerum 'Director of Personnel SUBJECT: Notification to Congressional Committees on Implementation of Overseas Pay 1. Pursuant to your instructions, we have prepared letters to the four committees for your signature. In the interim, Danny Childs contacted Jim Bush and Jim VanWagenen to see if they wanted additional discussions/briefings or anything else at this stage. Both indicated they saw no requirement for the letters. In a later conversation with Danny, Jim Bush said that if a letter was sent it should be a Community letter covering DIA and NSA also. Failure to represent the Community would raise red flags. Our recommendation, which the Executive Director has endorsed, is that we take Jim Bush's advice and send no letters. .2. As clarification: Formal implementation of the overseas premium pay on 3 April merely marks the switch from the interim system--received by all employees overseas--to the requirement that subsequent recipients be in the designated eligible categories.
