I agree completely that our intelligence thinking on the key issues
we address in NIEs and SNIEs should not end with NFIB approval and
publication. The post-mortem process is a useful -- and under-utilized
-- tool for stimulating thought and action.
Your memo has prompted me to issue the attached directive.
I would welcome suggestions from you and your colleagues concerning
estimates for which analytic post-mortems by the Senior Review Panel
would be useful.
