MEMORANDUM FOR THE PRESIDENT
SUBJECT: Soviet International Fronts
Here is the chart I spoke to you about. It lays out major international
front organizations Moscow operates to influence and agitate major interest
groups on a worldwide basis.
Starting at the top, the dark red band indicates how the Internati 1

the.Soviet press apparatus, presses the buttons and pulls the strings.

The next light red band indicates the instruments through which Mosco

controls its major fronts around the world. You will see that these are
:focused on youth, trade unions, women, African and Asian countries, education
and science workers, and journalists. People from,t~hese outfits attend
meetings and frequently have a control officer in the secretariats of various
front organizations around the world.
The dark blue band describes the ten major fronts through which Moscow
works. Of particular interest is the number of affiliates, publications,
schools and training centers each of these fronts uses to implement its
activities.
The major fronts have offices for regional coordination in the Middle East,
Africa and Latin America. These are indicated in the second blue band.
The third blue band, listing the major affiliates of each of the fronts,
shows the countries in which each front is represented.
Finally, the last blue band lists sub-fronts and other subsidiary
organizations which the ten major fronts use to appeal to non-communist
organizations and groups interested in similar issues. This indicates where
and now grass-roots recruitment is undertaken.
