MEMORANDUM FOR: Deputy Director for Intelligence
FROM: Director of Central Intelligence
SUBJECT: Goals and Priorities
Shultz wants to have a go-around with us on these subjects with
primary focus on dealing with the Soviets, i.e. maintaining a willing-
ness to talk and negotiate which he views as necessary to maintain
domestic and European support while at the same time being specific
and tough about the issues on which we really need the Soviets to
move for these talks to go anywhere. Will you think about this while
I'm away and give me your thoughts when I return.
