Casey Director, Central Intelligence Agency Langley, Virginia 20505 Dear Mr. Casey: During an Interagency Conference on January 13, 1983, it was recommended that all U.S. Government employees traveling to foreign countries receive a defensive security briefing. We have decided to implement that recom- mendation, since our analysis reveals that our employees have visited 94 different countries since last June. In keeping with our desire to ensure proper conduct and to create the best impression possible, we wish to inform our travelers of as much information as is humanly possible prior to depar- ture. It should be recognized that the interests of this agency are many faceted, and require a great deal of technical and scientific exchange that includes many Cooperative Agreements with foreign countries. Our executives and staff attend numerous conferences and meetings of technical;scientific, or resource oriented nature. In our effort to provide current usable information, it is requested that your agency provide a summary situation report for each of the nations in- cluded in the enclosed list, supplemented with information available from your resources on any city/geographical areas in these countries. We are particularly interested in terrorism, anti-U.S. attitudes, drug related problems, criminal activities, and civil/military unrest. Please be advised that any information provided will be maintained in a safe and secure area under the guidance of the Department Security Officer, and access will be in keeping with your security instructions. It is our intention to establish a selective and secure country file system, permitting' thorough briefings to top executives and general country briefings to lesser employees, unless there is a technical/scientific overriding need.
