Public Affairs,-Cooperation to Prevent Unauthorized Disclosures 1. Unauthorized disclosures of classified information are destroying our intelligence assets and impairing our national security. Since the National Security act of 1947 requires me to protect intelligence sources and methods, I am doing all in my power to stop the breakdown of security discipline. I ask for your help. V 2. I believe our Community public affairs officers can help defend against unauthorized disclosures and can provide early warning of potentially damaging media stories or broadcasts. We can all benefit from closer cooperation and these actions on your part could deliver great benefits: ~_? There are journalists who, as responsible citizens, are willing to take measures to protect intelligence sources and methods when concerns are flagged to their attention. --Should-your public affairs office learn of an imminent media story which could jeopardize' intelligence assets, please inform CIA's Public Affairs Office-immediately. Our officers can then. advise on how to respond in order to protect. . sources or take action with appropriate media officials to limit the national security damage. 3. I intend to invite each of you to a meeting in the CIA auditorium very soon to personally convey my thoughts on the unauthorized disclosure problem and, at the same time, solicit your views on ways to combat this threat. I would also like' to include appropriate security principals from your organization in this session, and will be separately inviting these representatives through my Security Committee. 4.
