1. DoD Budget Authority has grown between FY 1981 and FY 1983

3. There will be trouble in getting the Congress to meet the
FY 83 requests. If it were to do so, the increase in the Security
Assistance account between FY 81 and FY 82 would be 2.7 percent of
the increase in the DoD budget. It's total level in FY 83 would be
only 6 percent of the FY 83 DoD.budget.
