1. Status of other NSSDs. LTC Myer provided the following
status report on existing and pending NSSDs:
? T3SSDs signed by the President: NSSD 1-82 (national
Security Strategy); IJSSD 2-82 (Counterintelligence);
NSSD 3-82 (START); NSSD 4-82 (Near East and Southwest
Asia) ; NSSD 5-82 (Japan) .
? Pending NSSDs: Information Policy: Judge Clark returned
to NSC Staff for revisions; Energy Security Policy: Input
received from interagency, now being revised by NSC Staff;
International Economic Policy: Under development in NSC
Staff; East Europe: Ready to go to President, expect it
to be signed this week.

2. Projected ~4ork Plan. A projected work plan was distributed and
discussed.
? Sections A-C: IQext Interagency Review Group meeting
will be on April 1. NSC meeting to be held on April 14
(tentative date) to consider Parts I-II and Part III,
Sections A-C.
? Sections D-G: First Interagency Review Group meeting on
these sections will be held npril 2 to review papers.
Subsequently, meetings will be held on April 12 to review
redrafted papers and consider issues appropriate for NSC
consideration and on April 21 to approve Sections D-G
issue papers and to approve the final Sections A-C papers.
? An NSC meeting is tentatively scheduled for April 27 to
consider Sections D-G issues and the final product.
3. Interagency coordination of Section E (Non-:luclear Forces)
and Section G (Force Integration). Concern was expressed that
Sections E and G had not yet been released for interagency
coordination. LTG Gorman noted that the resolution of some
questions in Sections A-C was required before Sections E and G
could be drafted in a manner appropriate for release to the
interagency.
4. Section A (Threat)
? Content of Paper. Discussion revealed that further
revision is required. '"he following observations were
made: (1) The paper does not contain sufficient mid-
to long-term perspectives; (2) PRC treatment needs to be
expanded; (3) Treatment of North F:orean military potential
requires revision; (4) ~?~ritten comments of JCS needs to
be considered for incorporation into document.
Issues. There were no issues surfaced that require NSC
resolution.

6. Section C (Military Objectives)
? Content of Paper. 'Where was no substantive discussion
of the content of the paper. However, the JCS provided
written comments for consideration in the development
of future drafts.
? Issues. The three potential issues contained at the end

There was consensus that it would be appropriate to
bring to the NSC only those issues which, if a decision
is made, would have a meaningful impact on planning,
resource allocation, or strategy development. There
was no consensus on whether the potential issues presented
to the group fit that.definition. The sensing drawn from
the group was that the issue of warwidening/counteroffensives
may not be an issue if the statement of wartime military
objectives was more clearly defined. There was also
general agreement that the issues of peacetime resource
allocation priorities and force development objectives
for Southwest~Asia were interrelated. A.view was also
presented which argued that the issue of peacetime
resource allocation priorities could be treated
appropriately in Section E (Non-nuclear Forces). However,
there was no consensus on whether these potential issues
should be considered by the NSC. The discussion concluded
by noting that if there was an issue, further work was
required to redraft the issue and to draft the resulting
issue paper.
7. Other matters for NSC consideration. Discussion included the
weed to bring to the NSC major points for which there is interagency
agreement and which have signif~.cant policy implications. The
sensing drawn from the group was that this recommendation should
be acted upon.
8. Taskings
? Sections A-C papers are to be revised as appropriate.
The revision process is to include determination of
those major points which have significant policy

? Issue paper development for Section C, as appropriate,
is to proceed using interagency coordination.
