Approval of Minutes (IAC-M-170, 21 September 1954) The minutes were approved as written subject to the rephrasing of parts of paragraphs 3c and 10. The first part of paragraph 3c was changed to read as follows: "The decision of the AEC, to be taken on 22 September, relative to the removal of certain categories of information from the RESTRICTED DATA category." The first- sentence of paragraph 10 will now read as follows: "Admiral Layton noted that information had been brought to his attention suggesting the possibility that Tito. is deceiving the US and might be, in fact, working for the Soviet Union." 3. IAC - MIC Relations The Chairman referred again to items 4 and 5 of the minutes of the previous meeting (IAC-M-170) regarding the release of estimates involving MIC policy. After some discussion of the matter it was concluded that no formal action need be taken but that, where questions of MIC policy are involved, these should be resolved by the members before the meeting of the IAC at which the release of an estimate is to be considered. 4. Soviet Capabilities and Probable Programs in the Guided Missiles Field (NIE 11-6-54) a. Approved as amended subject to a note by the Army, Navy, and Joint Staff members regarding the use of the term "pilotless aircraft". The consultants who were present commented on the importance of the subject of guided missiles and stated that, in the interest of national security, this most serious threat should be given the highest priority. The Chairman directed that, in the preparation of a revised statement of National Intelligence Objectives, now under way, this subject be presented in such a manner as to require a clear-cut decision by the committee on the matter of priority. c. When consideration of the estimate was concluded, the Chairman expressed the appreciation of the committee to the consultants, who then withdrew from the meeting. of Annex C and all references to Annex C. 5. Release of NIE 11-6-54 Approved release to the subject to the removal 25X1 6. 7. Quarterly Revision of the Program of National Estimates Approved. 8. Communication from the Director of the Budget After extended discussion, it was decided to send a reply to the Director of the Budget indicating that certain of the agencies were not satisfied that they fully understood what was desired and, therefore, wished to have a committee meet with Mr. Macy, as suggested by Mr. Hughes, for further clarification. The members were asked to give the secretary the names of their nominees to the committee. 9. Second Annual Progress Report of the Intelligence Working Group (IAC-D-53 /5) Noted with appreciation of the work of the committee. Mr. Amory reported that both Mr. Stassen and Admiral Delaney had expressed appreciation for. the support given EDAC by the intelligence community through the IWG. 10. Yugoslav-Soviet Relations (IAC-D-90) a. The recommendations of the Board of National Estimates were approved, it being noted that the proposed estimate on Yugoslavia was now scheduled for the first quarter of 1955 in the program approved under item 7 (above). b. It was noted that consideration should be given to a wider dissemination of evaluations such as those relating to the article in the "Freeman" on Yugoslavia. c. Mr. Kuhrtz informed the members that an additional FBI report on this subject would be circulated in the near future. 11. Coordination of Intelligence Collection Activities Based on Taiwan, Pescadores, and Related Island Areas (IAC-D-91) The Joint Staff member expressed the view that the action contemplated in this paper was outside the competence of the IAC, and that, in any event, such action was not necessary since the IAC-M-171 5 October 1954 Approved For Release 2003/0KECRR-ItDP85S00362R000200050010-3 I' Approved For Rel9P 2003/02/8EC*-BP85S00362R0W0050010-3 IAC-M-171 5 October 1954 channels for effecting the proposed coordination already- existed. He indicated that the matter should be handled by the CIA representative in the area and by CINCPAC, the former reporting to the DCI and the latter, a unified command, to the JCS. It was agreed that CIA would confer with the Joint Staff member regarding the matter in order to make sure that all gaps are.filled and that the procedure undertaken is consistent with existing command relationships. It was noted that no alteration of the normal reporting procedures of the several attaches was intended.
