1. General Cabell extended a cordial welcome to Admiral Layton,
Deputy Director for Intelligence, the Joint Staff, who attended for the
first time as a member of the Committee.

Approval of Minutes

3. The minutes of the 17 August meeting were approved with the
following amendment: item 4, lines 1, 2, and 4, in each case read
"Admiral Radford's office" instead of "Admiral Radford".

Satellites as they Affect Soviet Capabil-
ities, through Mid-1956

4. Approved as amended. The question of releasing this paper
to foreign governments was deferred to the next meeting in accordance
with established practice, allowing the members a week to examine
the final text for this purpose.

2. The Board of National Estimates has recommended that
NIE 80-54, "The Caribbean Republics" not be released to any foreign
government. This matter will not be referred to the IAC for formal
action except at the request of a member.
