Action: Approved. Soviet Bloc Capabilities for Economic Warfare (NIE 10-54) 2. Action: Approved as amended. 25X1 G-2 Proposal for an Estimate with Respect to Southeast Asia 25X1 25X1 (See IAC-M-141, para. 8) 4. Action: Agreed to schedule the estimate, provided the assumptions are first cleared with the JCS or the Joint Planners. The Deputy Director for Intelligence, The Joint Staff, undertook to obtain such clearance prior to IAC working level consideration. Dept. of State Request for an Estimate on Consequences of a Relaxation of Non-Communist Controls on Trade with the European Soviet Bloc. 5. Action: Agreed that ONE would promptly circulate copies of the request (as discussed by Mr. Howe) with draft terms of reference. Secretary's Notes: 1. SNIE 11-54 was released 20 February 1954. 2. The Board of National Estimates has recommended the non-release to any foreign government of NIE 10-54 (memo to IAC dated 12 February 1954).
