Action: Approved, subject to substituting the name of Mr. Park Armstrong for the name of Mr. Fisher Howe among the Members Present. IAC Relations with Foreign Operations Administration 4. Action: Agreed that no change is required in established methods and procedures as these now include consulting FOA economic experts, on an ad hoc basis, when their views and materials are pertinent to intelligence questions. 5. Discussion: Mr. Dulles noted the desirability of avoiding disagreement at the NSC as to basic economic facts in estimates. It was recognized that OIR/State has close working relationships with FOA and can indicate, at the estimating working level, whether and to what extent FOA's materials have been used and views expressed.
