Minutes of Previous Meeting (IAC-M-179, 20 December 1954) Approval of the minutes was deferred until the next meeting, pending the revision of certain parts[ A revised draft will be circulated. 3. Controls over Trade with Communist China (NIE 100-55) , a. The conclusions were approved as amended, subject to specific footnotes by members, and agreement was reached on the manner in which certain controversial paragraphs should be treated. The paper was then referred to the representatives with instructions to make the text conform to the conclusions and agreements reached, final concurrence being subject to the circulation of an acceptable text before publication. b. Reservations to certain sections were noted by footnotes. Concurrent distribution of the Advance edition was to be made to the Council on Foreign Economic Policy and to the Economic Defense Advisory Committee. The Board of National Estimates has recommended that NIE 100-55 (para. 7, above) not be released to any foreign government. This matter will not be referred to the IAC for formal action except at the request of a member. (ONE Memorandum dated 7 January 1955) 8. The Secretary proposes to release NIE 100- 55 to USIA on 18 January unless objection is raised by-a member before that date.
