General Schow introduced his deputy, Brigadier General
R. H. Wienecke, who was welcomed by the Chairman and members
of the IAC.
2. Approval of Minutes
a. Minutes of 16 October Meeting

Approved as written, subject to amendment of the first
sentence of item 7 a to read as follows: "A working memorandum
prepared in CIA, dealing with certain aspects of the Suez and
Israeli situations, was distributed to the members. "

4. Review of Suez and Arab-
Israeli Developments
a. Following distribution of a working memorandum prepared
in CIA, dealing with certain aspects of the Suez and Arab-Israeli
situations, the members exchanged views on these matters. In the
course of the discussion, General Schow reported orally on the seizure
by the French in the Mediterranean of a vessel carrying a cargo which
included arms allegedly loaded in Egypt and destined for support of
Algerian rebels. Mr. Armstrong noted and commented on the serious
implications of the interception and detention by the French of five
Algerian rebel leaders flying from Morocco to Tunis. The members

also discussed specifically the significance of recent developments in
Jordan. After this general exchange of views, the members agreed
that revisions of the most recent estimative judgments of the IAC with
respect to the Suez situation, and the likelihood of a major Arab-
Israeli conflict, were not justified at this time.
b. Mr. Kent inquired regarding the procedure which the
members wished to follow in reviewing the Suez and Arab-Israeli
situations at future IAC meetings, particularly with respect to the
form of papers submitted for their consideration. Mr. Dulles sug-
gested, and the members concurred, that, while the situation remained
acute in these areas, the working memorandum prepared in CIA each
week be continued in a different form; and that, until further notice,
it merely list without analysis the significant developments bearing on
the Suez and Arab-Israeli problems which had occurred since the last
IAC meeting. This list of developments would then be reviewed by
the IAG members in connection with their determination as to whether
revisions in existing IAC estimative judgments on the Suez and Arab-
Israeli situations were warranted, and would also serve as a means of
highlighting certain developments which might be considered suffi-
ciently important to be reflected in Mr. Dulles' briefings of the NSC.
5. Rescheduling of NIE 30-2--56..
British Position in the
Middle East
Pursuant to Mr. Kent's suggestion, the members agreed that
completion of this estimate be deferred, and that the new target date
for consideration by the IAC should be 27 November.
6. Review of Developments
in Poland
a. Referring to a paper on the Polish situation which had
been delivered to the White House on 21 October, and subsequently
circulated to IAC members, Mr. Dulles stated that he was particularly
interested in obtaining the members' views on current Polish develop-
ments for the purpose of briefing the National Security Council. After

a discussion of significant military and political developments affecting
the Polish situation, Mr. Dulles noted that he would probably desire
to consult on this matter again with other members, particularly Mr.
Armstrong and General Schow, prior to his next briefing of the NSC.
b. Following an exchange of views with respect to the last
Satellite estimate (NIE 12-56), Mr. Kent referred to the forthcoming
estimate on the Satellites (NIE 12-57), and noted that a separate paper
on Satellite developments, now being prepared by CIA, would soon be
completed. Mr. Dulles suggested, and the members concurred, that
this CIA paper be circulated to IAC members for information, comment,
and possible coordination.
7. Release of Survey of NIE

Noting that the Bureau of the Budget had requested a copy of
this survey, Mr. Dulles asked the members to state their views on
release of this document. After a brief discussion, the members
agreed to defer a decision on this matter until the next regular meeting
of the IAC.
8. Special Session
Upon completion of the IAC meeting at 1145 the Chairman
requested Mr. Armstrong and the military members to remain for
discussion of a matter in the operational field.

Tab A, of IAC-D-45/12, "Procedures for the Dissemination of
National Intelligence Surveys," 15 October 1956, stands approved as
of 24 October 1956. Attachment B to this document, which has been
previously circulated, should therefore be substituted for the corres-
ponding page appearing as Part I, Tab A, of IAC-D-45/12 (Revision 5),
15 September 1955.
