1. IAC Membership
The Chairman stated that he and the other members regretted
that Admiral Layton was departing to take up a new assignment, 'noted
Admiral Layton's helpful and dynamic contributions to the work of the
IAC, and hoped that he would pass on to the IAC any ideas obtained in
the course of his new duties. General Collins, who has been designated
to replace Admiral Layton, was then welcomed by the Chairman.
Admiral Layton expressed his appreciation to the Chairman and members,
,and stated that it had been a pleasure to serve' as a member of the IAC.

7. NIE 36.2-56
The Outlook for Iraq's Stability
and Foreign Policies
a. Approved as amended.
b. Noted the findings of the post-mortem on this estimate, which
included a ,statement that a validity study was not considered useful in
this instance because previous estimative coverage of Iraq had appeared
in a variety of estimates of broader geographic scope.
c. Agreed that the classification of the title of this estimate
should be "Official Use Only."
8. Presentation of NIE's
a. Mr. Armstrong raised a question concerning the absence
of two sets of conclusions in the drafts of NIE 36. 2-56 and
submitted to the IAC (IAC-M-245, item 7). explained,
and Mr. Dulles concurred,: that the Board felt that in cases where the
basic conclusions could be adequately expresses. on one page, two sets
of conclusions were not necessary. Mr. Armstrong indicated satis-
faction with the decision reached by the Board and IAC representatives
for NIE 36. 2-56, but concern that the conclusions in had
been unduly abridged, and that the IAC"representatives might not fully
understand the experiment. Several members concurred in the danger
of undue abridgment.
b. The members agreed that this matter should be handled
on a case-by-case basis during this trial period, and that the IAC
representatives should be instructed to consider with care whether

conclusions could be adequately set forth on one page, and, if not,
an additional short-form summary should normally be submitted
25X1 to the IAC. also suggested, and the members concurred,
that while this experimental procedure is being used, in cases where
two sets of conclusions are deemed necessary, the short-form
summary should be appropriately referenced in the text and appear
as an appendix at the end of the published estimate.

11. Operation Alert
General Cabell outlined plans for holding a regular IAC meeting
during Operation Alert and the members agreed that such a meeting
25X1 should be held at the at 1145 hours (EDST) on Tuesday,
24 July.
12. Executive Session
At 1210 the Chairman asked the members to remain for an
executive session, which had been requested by Dr. Reichardt.
