The Chairman and members welcomed Brigadier General Richard Collins, USA, who has been designated to replace Admiral Layton as Deputy Director for Intelligence, the Joint Staff, and as a member of the IAC. 25X1 2. At the suggestion of Mr. Armstrong, it was agreed that there be a re-examination of present IAC policy with respect to (1) participation of USIA personnel in the activities of various IAC working groups and (2) dissemination of intelligence materials to USIA. The members agreed that CIA would undertake a preliminary review of these matters, with a view to preparing an agenda or other material to serve as a basis for discussing what further action should be taken, including the possible establishment of an ad hoc subcommittee to examine the question more fully. 25X1 11. Estimative Program a. Agreed to advance the date for a new NIE on Yugoslavia, so that it would be scheduled for completion in late July. b. Agreed to defer completion of the NIE on Pakistan, tentatively scheduled for early august (IAC-M-240, 22 May 1956, item 5), until late September. The members provisionally agreed to recommend that National Security Council Directive No. 4 be amended as follows: (1) Delete from line 2 of paragraph 2 the phrase ". and under guidance of the NSC staff. . . ", and .the footnote thereto. (2) Add a new paragraph stating in substance: 3. The Director of Central Intelligence shall formally report such outline and selections to the NSC for infor. mation. " b. Agreed that a draft revision of NSCID No. 4, incorporating these amendments, be circulated to the IAC members for their further consideration before any proposed revision is submitted to the NSC. 25X1 8.
