Approval of Minutes 26 November Meeting (IAC-M-318) Approved as written. a. Watch Committee Report No. 382 Noted. In this connection, General Collins raised for discussion the extent to which the Watch Committee should include estimative judgments in its reports. During the course of this exchange of views General Cabell suggested that the Watch Committee is not attempting and should not attempt to make estimative judgments which are peri- pheral to its mission but rioted that estimative judgments are inherent in its conclusions as to the imminence of hostilities. The Chairman and members concurred generally in this view and agreed that the Watch Committee should proceed in the light of this discussion. b. Review of Sensitive Situations The members discussed a CIA memorandum on "Soviet Re- actions to the NATO 'Summit' Conference", which had been circulated prior to the meeting. Following this exchange of views, the Chairman stated that he proposed to incorporate certain suggested amendments in this memorandum and disseminate it to the Secretary of State as his paper, noting, however, that it had been discussed by the IAC. In this connection, Mr. Cumming also invited the members' attention to a similar State Department paper on this subject. Following discussion Mr. Cumming agreed to circulate this paper to the IAC members and it was requested that any comments on the memorandum be passed to the State Department shortly after receipt. Mr. Cumming referred to, and discussed with the members, recent developments in the Indonesian situation, particularly matters such as moves against the Dutch and Dutch interests, potential dangers to US personnel and property and possible ramifications of the attemp- ted assassination of Sukarno. Mr. Dulles referred to the Guatemalan political situation, particularly the lack of cohesion of center forces. He also suggested that the Army continue to keep the members advised regarding the nature and identity of political elements being supported by the military. The members also discussed certain matters pertaining to intelligence reporting on the Soviet space satellite. 3. Information Report to the IAC on the Defector Program (IAC-D-8/36, 19 November) 4. Priority National Guided Missile Intelligence Objectives (IAC-D-57/59.2, 27 November) After discussing the draft Priority National Guided Missile Intelligence Objectives with Colonel McFarland, Chairman, GMIC, 25X1 Approved For Release 2003/02/2ZEek 85S00362R000200090004-6 Approved For Rose 2003/02/2~EQ%jkE IAC-M-319 3 December 1957 the members approved these priority objectives, as amended. In the course of the discussion, the Chairman and members also exchanged views on the procedure for reviewing, and reporting to the NSC on, the Priority National Intelligence Objectives under which the intelligence community operates. The Chairman emphas- ized the desirability of reviewing such objectives carefully in the light of recent developments and suggested that the various priority objectives be combined in one publication, including the overall Priority National Intelligence Objectives (PNIO's) and any subordinate priority objectives derived from the PNIO's. Following their dis- cussion the members agreed that, in conjunction with the regular review of the PNIO's now being undertaken, there should also be a review of these subordinate priority objectives to reflect any changes in, and ensure consistency with, the revised PNIO's. It was also agreed that all of these lists of objectives eventually should be combined and published in a single volume (e. g., PNIO's and object- ives in Scientific and Technical, Economic, International Communism, Guided Missiles, and ELINT fields). 5. Preliminary Discussion on National Current Intelligence Copies of a memorandum by the Chairman on a proposed "Central Intelligence Daily Bulletin" were distributed. The Chair- man then outlined the reasons for his proposal. Noting that he did not expect any final action to be taken at this meeting, he stated that sample copies of the new publication were being forwarded through different channels. The members then discussed various matters pertaining to the publication. Following this exchange of views, the Chairman stated that he would place this item on the agenda of next week's meeting for further consideration. 6. NIE 13-2-57 Communist China's Role in Asia a.
