The Chairman and members discussed various developments
bearing on the situation in Jordan. Following their exchange of views,
the members agreed that this was a tense situation which should be
watched closely.
3. Recommendation No. 2 of
President's Board of Consultants
(IAC-D-112, 6 November 1957)
with respect to this recommendation and suggested, as a parallel
procedure for the IAC, that he consult with each of the members
individually on the recommendation prior to developing a draft reply
for consideration by the IAC. The members concurred in this
procedure.

The Chairman emphasized the importance of this estimate, and
suggested that particular attention be given to the manner and form in
which the paper, or its substance, is passed to the highest policy-
makers. The members then exchanged views on various aspects of the
estimate, and on a number of proposed amendments. In this connection,
the members agreed, upon completion of the forthcoming SNIE 11-10-57,
"Probable Development Timetable and Characteristics of the Soviet.
ICBM, " to review the relevant portion of NIE 11-4-57 dealing with
Soviet ICBM capabilities (e. g., para. 23 of Section IV, 30 October draft),
in the light of SNIE 11-10-57, to determine whether it appeared neces-
sary to circulate to holders of NIE 11-4-57 any changes in that portion
of the estimate.
After an extended discussion of NIE 11-4-57, the members
agreed not to attempt to take final action at this meeting, and con-
curred in the Chairman's suggestion that the IAC continue considera-
tion of the paper at a special IAC meeting on Wednesday, 13 November.*
